raised or lowering fork tubes in trees

I was wondering if the tops of the fork sliders are SUPPOSED to be recessed down about 1/4"? Or whether this was something the previous owner of my bike did. In other words did they slide the or tubes down in the clamps.
This would make the useable fork tube length a bit longer, but I can't think of any reason someone would want to do that.
On past bikes, I've moved mine the other way, pushed the tubes HIGHER in the triple clamps, in order to slightly lower the front end.
Today is the first time I've noticed this on my bike. Will get a pic.

see how the top of fork sliders are not flush with top edge of fork clamp? Are yours like this too?

I reckon they would all be like that,you can buy a HD cap to go on top to clean it up rather than the rubber ones.

I couldn't pull anything up with the links, but I realize now I need to just get to the dealer and buy new plugs. Makes me wonder how they went missing.
