To a large degree that will depend upon the material the boots are made of. Leather footwear can generally be stretched to a degree through normal wear or with the help of something like Griffin Footwear Shoe And Boot Leather Stretch - Clear.
As somebody with short, wide feet I have found that if footwear doesn't stretch it will prematurely bust out at the seams. If the boots have a lot of rubber or vinyl on the uppers, don't bet on them stretching before the seams give out. Some of the canvas motorcycle shoes will have some stretch, but not a lot.

1) put this gas additive from HEB that's causing trouble
2) the rain recently is affecting my bike
3) I drove through too high of water as it floods in spots in San Antonio
4) my battery won't hold a charge
